Mission Statement

To eliminate conditions of slums and blight, to improve the housing quality throughout the community with particular emphasis on existing housing stock and new affordable housing stock for the benefit of low to moderate income persons. To expand and increase housing choices, to provide storm drainage improvements to alleviate flooding, ponding and hazardous conditions stemming from storm water runoff into inadequate drainage facilities, to provide for street paving and installation of curb and gutters in connection with storm drainage projects, to install needed public facilities, to design new facilities and improvements for the handicapped, to assist organizations providing public services, and to develop an attitude of hope and promise for neighborhood revitalization and preservation.


Services Provided

NOTE:  At this time, we are not accepting applications on any of the housing rehabilitation programs listed below.   All available funding has already been committed.

Housing Rehabilitation Programs:

Emergency Assistance Grant Program - This program provides forgivable grants up to $5,000 to homeowners who are in need of emergency related repairs such as: sewer lines, plumbing repairs, electrical repairs, gas lines and HVAC. Applicant must own their home and have resided at the property for at least the last twelve consecutive months, be income eligible, and live within the city limits of North Little Rock.  Applicant will be required to submit a statement from a licensed technician detailing both the problem and the recommended repair.  We do not provide assistance for maintenance-type items such as a leaky faucet or a broken switch.

Handicapped Ramp Program - This program provides funding for the building materials necessary for the construction of handicapped ramps. The City partners with a group of volunteers who provide the labor to build the ramps.  Applicant must be income eligible and live within the city limits of North Little Rock.  Ramps may be constructed on rental property with written approval by landlord.  As this is a volunteer program, contact our office for information on scheduling and availability of services. 

Housing Assistance Grant Program - This program provides forgivable grants up to $5,000 to homeowners who are in need of major roof repairs. Applicant must own their home and have resided at the property for at least twelve consecutive months, be income eligible, and live within the city limits of North Little Rock.

Weatherization Assistance Grant Program - This program provides forgivable grants up to $2,000 to homeowners for energy-saving items such as blown-in attic insulation. Applicant must own their home and have resided at the property for at least the last twelve consecutive months, be income eligible, and live within the city limits of North Little Rock.  

HOME Funds - This program is utilized to provide up to $25,000 for housing repairs to low and moderate income persons residing within the target area. These funds are used to bring substandard houses up to code. **Due to an extensive number of applications, the Community Development Agency is not taking additional applications for this program at this time.

Other Programs

Public Works Projects - Provide storm drainage improvements to alleviate flooding, ponding, and hazardous conditions stemming from storm water runoff into inadequate drainage facilities and provide street improvements and installation of curb and gutters, in low to moderate income areas of the City.

Technical Assistance - This program provides technical assistance to neighborhood based nonprofit organizations that assist persons of low to moderate income.  


**NOTE** All applicants for housing rehabilitation programs must live within the city limits of North Little Rock. The home must not be located within the 100 year flood plain.  A copy of a recorded warranty deed is required as proof of ownership.  We do not provide assistance if a reverse mortgage has been recorded.  Real estate tax and mortgage payments must be current.  Based upon the amount of grant funds spent on a project, a lien may be placed on the property; however, the lien will be 100% forgiven over time if requirements are met.  Programs are for the benefit of low to moderate income persons.  Eligibility is based on income and number of persons in household. Documentation of income of household members is required. Contact our office for additional information.

A. No, this office does not help pay any type of utility bills.
